Did it ever happen to you?
When you have boarded an airplane I bet you that you would never suspect to glance at the guy in the net seat and see him wearing handcuffs. Yet this must be how they get the criminals who go abroad to hide then are found home. Imagine how you would feel about it, and if then you would ask for another seat. During international prisoner transfers they must have guards and officers watching them so it probably is safe, unlike someone who is not wearing any handcuffs. This must be done though, and I guess they can hire others online and locally to do the job for them.
